Recognition for Service Excellence through the MINDEF Star Service Awards 2026

This year, two individuals and six teams from DSTA received the MINDEF Star Service Awards, which celebrates outstanding service initiatives and contributions to service excellence in supporting Singapore's defence capabilities. The winners received their awards from MINDEF’s Deputy Secretary (Admin) and Quality Service Manager, Mr Eugene Leong, at a ceremony on 24 April.

MINDEF Star Service Leader Award

Chen Weiliang from Procurement Programme Centre was awarded the MINDEF Star Service Leader Award for enhancing procurement processes and user experiences in research & technology, experimentation, and innovation.

MINDEF Star Service Award

Jaryl Teh from Procurement Programme Centre received the MINDEF Star Service Award for establishing Period and Ad-hoc Contracts for a diverse range of products and services that supported MINDEF/SAF events.

MINDEF Star Service Initiative Award

A DSTA team developed a one-step procurement process for users to raise orders against contracts with suppliers, streamlining efforts and enhancing user experience.

Consisting of members from DSTA and the Army, the Mobile Rounds Accounting Express team automated ammunition accounting in the field. This enhanced efficiency for the soldiers and reduced manual errors.

The CMPB Digital Services team, with members from DSTA and MINDEF, reimagined the visitor and employee experience at the new CMPB through the digitalisation of queue management and created an employee app for workplace management. The team had also co-developed a new unified operating concept for Integrated Facilities and Security Management as this is a first MINDEF/SAF’s publicly accessible facility with commercial tenants.

Benjamin Tan from Enterprise Digital Services (EDS) Programme Centre represented DSTA to receive the MINDEF Star Service Initiative Award. Together with the RSN, they co-designed a suite of digital services to transform the Littoral Mission Vessels crews' routine tasks and processes to enhance safety, efficiency, and crew morale.

Together with the RSN, the DSTA team developed a first-of-its kind outsourcing model capable of providing end-to-end system-of-systems support for one of the Navy's capabilities. Through good design of the contract deliverables, a pipeline of digitalisation initiatives is currently being implemented to enhance operations and user experiences.

The DSTA team that was part of the Multiverse-Migrating from Joint to DIS project that won the MINDEF Star Service Initiative Award. Together with DIS, they enhanced the e-HR system to support the progressive stand-up of DIS, ensuring smooth transition and operations.

The awards demonstrate the dedication and commitment of our engineers and teams, and are testament to the organisation's ongoing efforts to innovate and elevate capabilities.
