Launch of the RSN’s first Multi-Role Combat Vessel

On 21 October 2025, Minister for Defence Mr Chan Chun Sing officiated the launch ceremony of the Republic of Singapore Navy’s (RSN) first Multi-Role Combat Vessel (MRCV), Victory. As the overall programme manager, designer and systems integrator, DSTA worked closely with the RSN and industry partners to conceptualise, design and deliver the MRCV.



Speaking at the launch ceremony, Minister for Defence Mr Chan noted how Singapore’s security landscape will grow increasingly complex in the years ahead and that a strong and capable Navy was integral to safeguarding our nation. He said, “Today, our strategic lines of communications extend much further. That is why we need new capabilities, working together as an integrated SAF, to defend and secure our sea lines of communications, and to make sure that no one with ill intent can disrupt our day-to-day. It is critical to our lives and our livelihoods, and also to the global economy because of the critical geostrategic location that Singapore is in.”

Measuring 150m in length and weighing 8,000 tonnes, the MRCV is the largest and most complex warship built to date, designed to meet the RSN’s unique operational requirements. It features advanced sensors, weapon systems and network capabilities that allows the vessel to function as a mothership for a suite of unmanned aerial, surface and underwater systems and handle a wide range of missions. It incorporates advanced automation to allow the vessel to be operated safely and effectively with a smaller crew. The MRCV allows for operational flexibility, being able to host eight containerised modules in its mission bay that can be reconfigured for a wide range of missions such as humanitarian assistance and disaster relief.

“We sourced and integrated best-in-class technologies from multiple suppliers, equipping the vessel with advanced warfighting capabilities,” shares Senior Programme Manager (Combat Systems Technology Development) Tan Hui Ling from Naval Systems Programme Centre.

The MRCV also features the Combat Management System (CMS) indigenously developed by DSTA that enables advanced sense-making and decision-support capabilities. “To ensure that these systems work seamlessly, a big part of my work is in designing robust and resilient system-of-system architecture that not only deliver high performance today, but allows for future upgrades as technology continually evolves,” Hui Ling adds.

DSTA senior management and the project team involved celebrating the launch of the RSN’s first MRCV, Victory. 

Victory is the first of six MRCVs that will be delivered progressively to the RSN from 2028. Following the launch, Victory will undergo further outfitting, platform and combat systems integration, and acceptance trials.

“It’s a proud moment for my team and I to witness the launch of the first MRCV. This milestone reflects the strong collaboration between the RSN and our many partners. As we progress to the next stage, DSTA remains focused on integrating and validating the ship’s systems to ensure that the MRCV would operate effectively and support the RSN in safeguarding our seas.” Hui Ling said.
