Our engineers from the New CMPB team celebrated a win by clinching the Building and Construction Authority (BCA)’s Project of the Year Award (Institutional Category) 2025!
Announced at the International Built Environment Week (IBEW) Industry and Awards Dinner on 3 September 2025, the award recognises building projects that have demonstrated strong commitment and effort to transformation.

Working with MINDEF, contractors, and consultants, our engineers incorporated various sustainable features and advanced construction technologies to enhance productivity in the New CMPB.
Amongst the sustainable features incorporated was the use of Computational Fluid Dynamics. This helped to determine optimal building placements to allow seasonal winds to flow through between buildings to ventilate and cool the place. Other features included the use of green roofs, green facades, and solar shading elements to further cut down heat coming into the buildings. High efficiency Mechanical and Electrical (M&E) systems paired with automated monitoring and control in Building Management System were also deployed to track consumption and optimise building energy efficiency and performance. These efforts culminated in significant savings in energy and water consumption, allowing our team to attain the BCA Green Mark Platinum Super Low Energy certification!Green roof located on top of the New CMPB.
Apart from the sustainable design solutions incorporated, the team also utilised advanced construction technologies like Building Information Modelling and Integrated Digital Delivery tools to conceptualise, design and build digitally before the actual physical construction. This helped to eliminate errors and reduce waste of resources. The team also tapped on virtual reality simulations to augment decision-making processes, and robots for installation of glass façade panels and LiDAR scanning, resulting in more than 30% savings in man-effort.

On winning the award, Senior Programme Manager (Building and Infrastructure) William Tan shared: “I am proud of the team’s achievement in attaining this prestigious BCA award, given the intense competition from many other good institutional projects. Over the years, the team has worked tirelessly in pushing the technological boundaries of sustainability, Integrated Digital Delivery (IDD) and Design for Manufacturing & Assembly (DfMA) to deliver a successful MINDEF/DSTA building project that highlights the future of Singapore’s construction industry.”
He added: “I would like to thank the team from MINDEF, DSTA, our consultants and contractor on the excellent collaborative working relationship in successfully delivering the New CMPB project!”
