Various types of thermal imaging electro-optics (EO) systems are used by the SAF to support their night-fighting capabilities. When the contract for maintaining these systems was due for renewal, DSTA pursued several initiatives to deliver better value for money, which included streamlining the scope of maintenance, driving competition, and securing investment by the service provider to improve productivity.
The DSTA team tapped data analytics to analyse past maintenance data and identified maintenance tasks that could be done more cost-effectively. In addition, ageing EO systems were retired. As a result, the projected maintenance cost is expected to be reduced.
The team also pushed for a longer-term contract to incentivise the service provider to invest in productivity improvement initiatives, which cover areas such as IT infrastructure and test facilities. Annual performance reviews will be conducted to monitor the progress of these initiatives.
