DSTA has actively built up strong defence technology linkages with foreign and local partners to expand our technology capabilities. Through Memoranda of Understanding and agreements, greater cooperation in defence R&D is fostered with local and foreign defence establishments and R&D institutions.

In Singapore, we collaborate with the universities and national research centres and institutes. Under the MINDEF-NUS and MINDEF Joint R&D Cooperation Programme, our defence scientists undertake joint R&D studies with the academic researchers. In addition, Adjunct Scientific Advisors from the universities are appointed to provide expert advice for the various projects managed by DSTA.

The establishment of Temasek Laboratories, a collaboration between DSTA and National University of Singapore (NUS)/Nanyang Technological (NTU), marks a significant milestone in our efforts to strengthen Singapore's defence technology capability. The mission of Temasek Laboratories is to conduct research into selected areas of science and technology critical to Singapore's defence and security.

The focus areas of TL-NUS are Aerodynamics, Informatic Security, Signal Processing, Meterology and Nonlinear Dynamics while the focus areas of TL-NTU are Computer Modelling and Simulation, Microsystems, Advanced Radar Systems and Soldier Systems."

Electromagnetics and Aeronautics are the initial focus areas for Temasek Laboratories.

On the global front, DSTA has set up two overseas Defence Technology Offices (DTO) in USA and Europe to explore opportunities for and to facilitate global technology collaboration.

These offices play an important role as our overseas points-of-contact to stimulate more interaction in the areas of defence science and technology.

Another approach taken by DSTA and MINDEF to connect Singapore to the global network of defence resources is to nurture and maintain special relationships with prominent foreign scientists, engineers and medical researchers.

To this end, Singapore has established several schemes. First, there is the Singapore Defence Technology Distinguished Fellowship (SDTDF) which is awarded to individuals who have made significant contributions to Singapore's defence technology capability. The SDTDF also provides a mechanism to tap the knowledge and experience of the award recipients in their respective fields. This award is conferred by the Deputy Prime Minister and Minister for Defence.

The Visiting Scientist Scheme (VSS) is another initiative to tap the expertise of internationally renowned and eminent scientists. These scientists are invited to share their knowledge with our research scientists and engineers.
