Procurement
DSTA provides procurement and related services to achieve best value for
money for the Ministry of Defence and the Singapore Armed Forces, as
well as the public sector. We do this through a fair and transparent
procurement process, maintaining probity and public trust in
procurement.
Fundamentally, DSTA performs sourcing, tendering, evaluation,
contracting and post contract management activities. Our role has since
been enlarged to provide more value add to the whole supply chain. We
have evolved from performing compliance-focused transactions to higher
value knowledge-based procurement.
In line with this, we are moving away from ad hoc purchasing to more
proactive, informed and planned analysis of customer requirements. At
the same time, we are more actively engaging the industries to better
understand the market supply situation.
We adopt best market practices and go for innovative procurement
strategies. For example, we have implemented Demand Aggregation and
Reverse Auction (DARA) initiatives, Public Private Partnerships (or
PPP) contracting, Performance Based contracting and more comprehensive
Period Contracts.
