Our Needs and Procurement Process


What do we buy?

DSTA purchases a wide range of defence equipment, goods and services. These include aircraft, naval craft, land vehicles, C4IT systems, weapons, commodities, construction services, and other support services such as maintenance, supply, training, facility/IT system management and freight.

How do we evaluate offers?

Evaluation of offers is not based solely on price. Every proposal is objectively evaluated for its technical merits, contractual compliance and cost. The most cost-effective proposal which meets our budget, specifications and supportability requirements over its service life will be selected.

For major systems, an objective evaluation method, the Analytic Hierarchy Process is used for the scoring of the benefits. Attributes of competing systems, such as performance and capability parameters, system availability, growth potential and programme risk, are scored through a systematic pair-wise comparison to establish the relative benefits of the proposals. To ensure that the benefit evaluation is not influenced by the price, a two-envelope system is used whereby the pricing proposals are released to the evaluation team only upon completion of the benefit score report. Cost is subsequently factored with the benefits score to determine the proposal that offers the best benefits versus cost.
