On 1 April 2006, DSTA was restructured to better position itself to help realise the Third Generation Singapore Armed Forces and to remain flexible and responsive to the rapid changes in the external environment.

Recognising the need for interdisciplinary teams for defence development projects, DSTA has consolidated its business units into 13 programme centres (PC) for better synergy and to provide better integration across the system life cycle.

A directorate for Organisation Capability Development (OCD) has also been established to ensure the development of technological and system level competencies.

The PCs will concentrate on programme delivery and system effectiveness while OCD will focus on competency development and resource management.

This clear separation of responsibilities is needed to create capacity for competency development and to provide greater focus on service delivery.
