The Defence Science and Technology Agency (DSTA) is the central procurement agency acting on behalf of the Ministry of Defence (MINDEF), Singapore for the procurement of goods and services for MINDEF and the Singapore Armed Forces (SAF).

MINDEF and DSTA's procurement are governed by the following principles, namely:

Competition
Competition will bring forth the best offers from suppliers. It is done on an even keel basis. We do not have a policy preference for any country or source. The principle is to go for a reliable source that best meets our requirements.

Value for money
We provide cost-effective solutions to meet SAF's requirements by evaluating on a balance of benefits and cost to establish the offer with the best value for money. Cost is based on total ownership cost including through life logistics support and training. Benefits include system performance, quality, reliability and after-sales support.

Transparency
We subscribe to an open and transparent procurement system. Our tender processes are made clear to the suppliers. These are based on government procurement procedures. We do not condone graft and corrupt practices by suppliers and public servants. In general, we also prefer to deal and contract directly with the manufacturers and suppliers.
